Duties shall be to assist in the development of an Earned Value Management System (EVMS), EVM Implementation Plans, and Project Directives. Train, mentor and advise Project Management on EVM development, techniques, interpretations, etc. Work directly with Project Management to establish, develop, and analyze Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), IMS Analysis, Program/Project Budgets, cost and schedule baselines, Estimates to Complete (ETC) and Estimate at Completion (EAC). Develop consistent application and analysis of planning, scheduling, budgeting, forecasting, and tracking – to include performance analysis and reporting to achieve program or project life cycle success. Perform monthly account and project analysis to identify financial and schedule trends and proactively work with Project Management to mitigate negative trends and recovery strategies to ensure that contracts are within negotiated and agreed-upon parameters and within government cost control guidelines. Provide ad-hoc analyses, reports, data integrity checks, and reconciliations. Create presentations for internal and external reviews and present to senior management. Participate in and/or lead Integrated Baseline Reviews.
Minimum requirements and skills include a Bachelor’s degree in a business field and eight years of work experience. A Master’s degree in a business discipline is preferred.

Must have technical skills to include well-developed financial modeling, schedule development, analytical and problem-solving skills; working knowledge of Managerial Accounting; Schedule Management; Earned Value Management guidelines. Desired skills include Government Accounting and Program Management.
Ability to deal with problems involving several concrete variables; ability to review and compare data to identify inconsistencies and determine priorities.
Strong computer skills and ability to learn new software and applications.
