The Manager, Construction will manage a multi-million capital construction program in alignment with corporate strategies, plans, and priorities. This position will be responsible for managing the planning, design, budget preparation, work scheduling, reporting to City Council and public consultation for various capital projects including municipal storm and water infrastructure. The Manager, Construction will also lead a team of staff and/or outside consultants in integrating all phases of capital works projects from the initial planning stages to the commencement of construction.
The Manager supports strategic planning, budget development, work planning, human resources, staff development and change management and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial.
KEY ACCOUNTABILITIES & RESPONSIBILITIES
Leadership/Planning – Establish tactical plans, objectives, and metrics that contribute to the Strategy Map and annual plans. Align the work of the unit with broader goals and objectives of the service area.
Service Delivery – Manage annual budget for unit. Identify issues and reallocate resources as required in order to ensure achievement of objectives. Develop systems and procedures to maintain the operating quality and efficiency of the division.
Health & Safety – Lead, promote, and model a culture of health, safety, well-being, and respect.
Customer Focus – Ensure the customer perspective is a driving force behind decisions and activities.
Building Relationships – Use collaborative relationships to facilitate the accomplishment of work goals. Assist the Director with the selection, evaluation, and management of staff, vendors, and external consultants.
Facilitating Change – Facilitate the implementation and acceptance of change within the workplace.
Coaching & Development – Engage team members in developing and committing to an action plan that targets specific competencies, skills, or knowledge needed to achieve performance improvement or prepare for success in new responsibilities. Manage employees by establishing annual performance goals, allocating resources, and assessing annual performance.
University degree in civil engineering or equivalent;
5 years’ experience in municipal engineering;
Experience supervising (preferably in a unionized environment) preferred;
Valid class “G” Ontario driver’s license;
Required to obtain and maintain satisfactory CPIC (Criminal Record Check) at own expense;
Ability to work outside regular business hours as needed.

Knowledge of review and permitting requirements of Provincial and Federal regulatory agencies;
Ability to prepare and write engineer reports, project correspondence, contracts, agreements and reports to Council;
Ability to read and interpret policy, procedural manuals, engineering and technical journals, design specifications, contracts, reports and legal documents;
Strong and effective problem solving and conflict resolution skills;
Superior project management skills with the ability to prioritize and adapt to changing conditions and tight deadlines;
Strong computer skills including MS Office;
Experience with Asset management software is preferred.
