The role of the project manager is to assure the effective, quality profitable operations of major NY programs and the effective support of new programs development, compliance, administration and finance. Effective coordination with the broader division team and with the corporate HQ are implied responsibilities.
Manage and assure effective fiduciary oversight of assigned projects including:
Providing effective complete operational backup for time and material effort, for project deliverable, and for base fee / rate activities
Assuring work is billed monthly to the client whether contracted or not if authorized by the client.
Assure client authorization is from an approved authority within the client organization.
Manage a budget effectively meeting profit and performance goals.
That no work is completed without written client authorization to complete work.
That subcontractor support material and invoices are submitted monthly.
Assure clear lines of responsibility within your organization and authority, responsibility, and accountability is clear and enforced.
Assure the human resource regulations are met and that a positive, effective, efficient work team(s) is maintained.
Assure a thorough understanding of contracts assigned including scope, fee schedules, payment terms, contract termination terms, and compliance terms.
Effectively manage contracts assuring all out of scope items are identified in writing promptly and written approval requested from the client, that effective pricing schedules and contract modifications/amendments are developed and delivered in timely manner to the client, that prompt approval is granted or that work is ceased until approved, and the contract compliance is met for labor, disadvantaged business, invoicing, insurance, and other requirements as needed.
Manage and develop project staff to assure an effective, efficient, business capability that consistently meets project expectations for product quality and production volume and timeliness.
Maintain project deliverables and provide feedback to Assistant Project Manager for staff regarding performance, and deficiencies.
Assure compliance with Community Development Block Grant (CDBG) regulations as it applies to the disaster recovery activities and other projects that may be earned.
Assure that all operational teams develop, maintain, and manage to document standard operating procedures.
Assure compliance with local, state, and federal regulations and statutes that may apply to the various projects underway.
Identify critical business capability opportunities, develop plans to acquire the capabilities, and execute those plans.
Assuring effective communication with applicants, stakeholders, clients, division leadership, and corporate leadership.
Identifying operational, legal, compliance, and safety risks acting to minimize, communicating broadly, and protecting the integrity of your team, the division and the company.
Manage technical risk understanding when to apply the right trades, understanding the construction risks and construction support decision risks actions create and managing the same in contracts and other written correspondence.
Provide timely, accurate, compliant project reports to clients and management reports to corporate.
Establish and maintain effective working relationships with clients, government officials, subcontractors, and media representatives and use these relationships to develop new business opportunities.
Identify main client groups and audiences, determine the best way to communicate information to them, and develop and implement a communication plan.
Analyze impact on, and risk to, essential business functions or information systems to identify acceptable recovery time periods and resource requirements.
Analyze corporate intelligence data to identify trends, patterns, or warnings indicating threats to security of people, assets, information, or infrastructure.
Work effectively with the Information Technology staff and service providers to meet the operational needs of clients and the company.
Requires leadership skills, clear direction, and is required to issue Non Conformance Reports (NCR's) when necessary.
Provide effective fiduciary oversight including client billing, subcontractor invoicing, expense management, time and attendance, travel cost management, other direct charge management, supporting accounting reconciliation, and assuring profitability.
Provide effective contract management / oversight managing scope and terms effectively.
Create schedules and action plans and assure their effective definition, responsivity, accountability, and authority.
Effectively contribute to proposal development, client meetings, and other development related activities.
Develop and maintain the company's corporate image and identity.
Respond to requests for information about employers' activities or status.
Facilitate consumer relations or the relationship between parts of the company, such as the managers and employees, or different branch offices.
Establish goals for soliciting funds, develop policies for collection and safeguarding of contributions, and coordinate disbursement of funds.
Confer with human resources managers to develop internal communications that keep employees informed of company activities.
Oversee effective administrative, morale, and human resource compliance.
Provide customer service to IBTS staff, contractors, homeowners, and clients in accordance to New York City, County, City, or State requirements
Foster positive attitude towards IBTS staff, contractors, homeowners, and clients.
Must have the ability to speak, read, and write the English language with proficiency.
Demonstrate the capacity to effectively management multiple projects, multiple initiatives, multiple direct reports, and multiple subcontractors.

Act ethically in all situations
Requires Bachelor's degree in engineering (a PE is preferred, an MBA is desirable) and at least 10+ years of project management experience in construction projects and the contracts for the projects.
Demonstrated management knowledge via advanced study, PMP, past military leadership experience, or other similar verifiable disciplined management development experience.
5 – 10 years of business experience with prior work and network in Construction Management and Engineering firms preferred with a record of lateral, housing, waste water management, storm water management, or marine engineering (multiple but not all are expected).
Must have 10+ years' experience managing large programs (>$10 million annually, greater than 20 staff, and multiple subcontractors), corporate operations, and corporate business development services.
